Attorney Profile

Leonard R. Stamm is focused solely on defending people against criminal charges throughout Maryland. He handles charges of drunk driving, driving without a license or in violation of a license restriction; motor vehicle accidents involving matters such as hit-and-runs, leaving the scene of an accident, speeding or automobile manslaughter; felony and misdemeanor charges; theft and fraud; sex and drug crimes; murder; domestic violence, assault and resisting arrest; violations of probations; and expungement.

Widely recognized as a leading attorney in DUI/DWI cases, Mr. Stamm has more than 30 years of experience handling highly complex matters. He serves as the Dean Emeritus of The National College for DUI Defense, and has literally written the book on Maryland’s drunk driving laws, Maryland DUI Law, published by Thomson-Reuters.  He co-authored a number of amicus briefs filed in the Supreme Court of the United States.

Mr. Stamm represents clients at every phase of the criminal justice process. He has guided people through administrative per se motor vehicle hearings, and refusals, defended them in litigation and negotiated on their behalf. Knowing the consequences of losing a commercial or provisional driver’s license, or, worse, freedom, Mr. Stamm uses his experience and resources to build the strongest possible defense in every case he handles.

Thanks to his impressive track record, Mr. Stamm holds an Avvo “Superb” rating; he has earned the highest rating possible of AV Preeminent from Martindale-Hubbell; he has been selected for inclusion in The Best Lawyers of America.  Stamm was named Best Lawyers® "Lawyer of the Year" for 2015, 2016, and 2017 in the area of DUI/DWI defense in the metro Washington, D.C. area.*

On May 1, 2013, Stamm was given the first annual Fred Bennett Zealous Advocacy Award by the Maryland Criminal Defense Attorneys' Association (MCDAA). This award will be given annually to the member of MCDAA who best exemplifies the qualities that Fred Warren Bennett possessed which made him a courageous litigator and tireless advocate for criminally accused individuals. On October 16, 2014, Stamm was given the prestigious Legal Excellence Award for Advancement of Professional Competence by the Maryland Bar Foundation.

After receiving a Bachelor of Arts from Wesleyan University in 1977, Mr. Stamm earned a Juris Doctor from The Catholic University of America Columbus School of Law in 1983.
