Mr. Frank graduated with his Bachelor of Arts in history from Connecticut College in 1976. He went on to earn his Juris Doctor from New York University School of Law in 1979. Active in a variety of legal organizations, Mr. Frank is the co-founder of the Elder Law and Disability Rights Section of the Maryland State Bar Association.

Frequently asked to deliver presentations on topics related to his practice area to groups of attorneys, Mr. Frank has also written articles for several prominent legal publications. Admitted to practice before all Maryland state courts, he is also admitted to practice before the U.S. District Court for the District of Maryland and the Supreme Court of the United States.
