A graduate of the University of Oregon School of Law, Ms. Duggan has successfully represented both public and private entities in state and federal courts. She is admitted to practice in California state courts, the U.S. District Court for the Northern, Central, Southern and Eastern districts of California and the U.S. Court of Appeals for the 9th Circuit.

In addition to her law practice, Ms. Duggan is active in several professional and community organizations. She is a member of the Sacramento County Bar Association and Women Lawyers of Sacramento. She is a past President and board member of the Barristers' Club of the Sacramento County Bar Association.

Ms. Duggan has served as an advisory board member for the University of Oregon School of Law's Center for Law and Entrepreneurship. She also served on the Women Lawyers of Sacramento's No Glass Ceiling Task Force and is one of the founding members of the Westlake Charter School, a public school created by parents and teachers in 2005.

Committed to professional education, Ms. Duggan taught civil pretrial litigation at the University of the Pacific McGeorge School of Law for almost ten years.  She has also published a number of articles for professional journals and participated in many seminars and presentations.
