Alexis Pelosi has had a twenty-year career as a land use attorney in the San Francisco Bay Area, with extensive expertise gaining approval for complex developments in the Bay Area and throughout California.  In this capacity, Alexis has gained approval of over 15,000 residential units in the San Francisco Bay Area and millions of square feet of retail, commercial and non-profit uses.  Alexis has practiced law at some of the leading firms in California, including Morrison & Foerster and Sheppard Mullin Richter and Hampton, and served as a Deputy City Attorney in the City of Oakland, City Attorney’s Office.  In 2011, she launched her own firm, the Pelosi Law Group which was renamed to the Pelosi Ziblatt Law Group in 2021.

Alexis serves as Chair of the Oakland Jobs and Housing Coalition, on the Executive Board and Oakland Board of San Francisco Planning and Urban Research (SPUR), one of the Bay Area’s leading civic and public policy organizations, on the California Steering Committee for Up for Growth, and on the Advisory Board of UCSF Children’s Hospital.  Alexis served as a member of the committee drafting environmental policy papers for California Governor Newsom’s 2018 campaign.  She also served on the Finance Committee for California Governor Newsom’s 2018 campaign and currently serves on the Biden for President National Finance Committee.   In 2020, Alexis started a grassroots group, the “Beat Trump House Party” ( focused on electing Vice President Joe Biden and “Beating Trump.” 

Prior to her legal career, Alexis worked as a Legislative Assistant for a Member of the United States House of Representatives in Washington D.C. and for the State of California Resources Agency on an economic program for displaced workers following the listing of the spotted owl.     

Alexis received her JD from the University of California at Berkeley (Berkeley Law) and has a Master’s in Environmental Science from Johns Hopkins University and a B.S. in Agricultural and Managerial Economics, with a minor in Environmental Policy from University of California at Davis.   She is licensed to practice law in the State of California (Bar No. 209152).

  • Drafted and successfully argued for adoption of legislation at the City and State level to allow National Landmark Structure use as event space, arts collective, and private art non-profit clubs with alcohol sales.
  • In nine years, maintained 100% entitlement success rate, securing approval for 8.5K+ residential units in the San Francisco Bay Area through creative strategic planning. Secured approvals for two residential development projects in notoriously challenging San Francisco neighborhood by identifying and addressing potential challenges and through skilled negotiation. Led entitlement and development of one of the largest development sites in the Bay Area. Entitled tallest tower in Oakland at the time.
  • Drafted first environmental document in the City of Oakland with Oakland City Attorney (under newly adopted Broadway Valdez Specific Plan) to verify compliance with the California Environmental Quality Act (CEQA); became and remains template for qualifying CEQA documents in Oakland.
  • Won rare appeal overruling Zoning Administrator determination in San Francisco by convincing Board of Appeals that interpretation of Planning Code classification for retail space was erroneous.
