Department of Motor Vehicles - Driver's License Reinstated with Prejudice; Writ granted where the California DMV erroneously took away a driver's license in an Administrative Per Se hearing wherein the documentary evidence clearly established a physical impossibility because the analyst allegedly completed chemical testing prior to the arrest of the licensee.
