Ms. Hartmann received her Bachelor of Science in Business Administration from the State University of New York at Oswego in 1976. Upon deciding to pursue her legal career, she attended the University of La Verne College of Law, where she obtained her Juris Doctor in 1998. She also received her Master of Laws in Taxation from Golden Gate University School of Law in 2000. She is admitted to practice before the U.S. District Court for the Central District of California, the U.S. Tax Court and the U.S. Supreme Court.
