After receiving his undergraduate degree cum laude from the University of California, Los Angeles, Mr. Brower attended the University of California, Los Angeles School of Law, obtaining his Juris Doctor in 1980. The State Bar of California admitted him to practice that same year, and he is admitted to practice before all U.S. District Courts in California, the U.S. Supreme Court, the U.S. District Court for the District of Columbia and the U.S. Courts of Appeals for the 1st and 9th Circuits.
As an attorney, Mr. Brower has represented clients in over 10 states in a wide variety of industries. He has helped secure more than $200 million for policyholders with their claims against insurance companies, and he has helped insurance companies defend themselves against coverage issues and bad faith claims. He also represents major technology companies with their legal issues related to intellectual property protection and cybersecurity, and he has successfully mediated and arbitrated over 150 cases often involving computer systems and technology.

- We represent the LA Police Revolver & Athletic Club (LAPRAAC) which was sued, in the underlying litigation, by multiple LAPD officers who claimed they had been sold "stolen" guns and then suffered employment penalties. In the insurance coverage case, where we represent LAPRAAC, an insurer was seeking to obtain a judgment on the basis that there was no coverage for the underlying litigation. Utilizing the principles of Haskell v. Superior Court we obtained an order staying the insurance coverage litigation until after the underlying cases are resolved. , 2024
- We represented the City of Anaheim in a suit against an insurer which denied coverage under a $10 million excess policy. The issue was whether proper notice had been given to the insurer regarding an underlying matter. The case was in Federal Court and we won our Motion for Summary Adjudication, indicating that the City had satisfied the notice provision of the contract. This resulted in a settlement for the entire $10 million plus 100% of our fees under the principles of Brandt v. Superior Court. , 2023
