After receiving his undergraduate degree cum laude from the University of California, Los Angeles, Mr. Brower attended the University of California, Los Angeles School of Law, obtaining his Juris Doctor in 1980. The State Bar of California admitted him to practice that same year, and he is admitted to practice before all U.S. District Courts in California, the U.S. Supreme Court, the U.S. District Court for the District of Columbia and the U.S. Courts of Appeals for the 1st and 9th Circuits.
As an attorney, Mr. Brower has represented clients in over 10 states in a wide variety of industries. He has helped secure more than $200 million for policyholders with their claims against insurance companies, and he has helped insurance companies defend themselves against coverage issues and bad faith claims. He also represents major technology companies with their legal issues related to intellectual property protection and cybersecurity, and he has successfully mediated and arbitrated over 150 cases often involving computer systems and technology.

- Lead trial counsel for a team defending a $15 million claim by a developer brought against the County which operated the airport. After a 5 day trial the jury awarded just $250,000, which was less than any settlement demand made by the plaintiff. And even that amount was set aside when the Idaho Supreme Court ruled that there were no damages as a matter of law.  , 2017
- Jury verdict in LA Superior Court for the maximum amount allowed by law. Plaintiff purchased used vehicle, the dealer didn't disclose that the car had just been repaired. Two years later, after the warranty had expired, the plaintiff was driving on the freeway when the car's computer detected a problem and restricted the vehicle to driving 15 miles an hour. The plaintiff, with her baby in the car, was terrified trying to get off the freeway while driving just 15mph. It happened 2 more times before the dealer finally fixed. The manufacturer refused to repurchase the vehicle., 2019
