Jennifer Chang is a California education rights attorney who zealously represents students with special needs in all facets of special education law through advocacy, negotiation, and litigation. Jennifer's work protects children with disabilities within the California public school system, helping them exercise their legal rights to receive complete access to the free and appropriate education (FAPE) they are entitled to under both federal and state laws such as the Individuals with Disabilities Education Act (IDEA), Section 504 of the Rehabilitation Act of 1973 and Title II of the ADA. In addition, Jennifer promotes self-advocacy and self-sufficiency in her practice as she supports parents in navigating the legalities of protecting their children with disabilities. She educates her clients through various education rights processes including, obtaining an IEP, understanding assessments, compliance expectations, and much more.
Jennifer is a leader and advocate for all families, but holds an affinity for the Korean-American community, aiming to dismantle stigmas surrounding how disabilities present themselves in children and the importance of early intervention. Since 2016, Jennifer has partnered with Training Individuals for Grassroots Education Reform (T.I.G.E.R.) in Los Angeles. Volunteering her time and expertise, she teaches a course for families in need about special education and self-advocacy across the public education system. To help bridge the cultural divide between Korean-American families and local school districts the courses she teaches are entirely in Korean.
In addition, Jennifer is a Fellow in the Leadership Advancement Program for the National Asian-Pacific American Bar Association, serves on the Advisory Board for the Korean American Special Education Center, and is a member of the Council of Parent Attorneys and Advocates, among other organizations.
Through her work and commitment to protecting the rights of children with special needs, Jennifer has been recognized as a leader in California special education law. Her niche and growing practice have had a tremendous impact on children and families who face daily challenges navigating the California public school system.
