This decision, documented in the published opinion of Simmons v. Superior Court (2016) 7 Cal.App.5th 1113 [212 Cal.Rptr.3d 884], significantly broadened civil rights protections for individuals subjected to lawful arrests.
Mr. Carr is a distinguished alumnus of the University of California, Los Angeles, holding the title of a "Triple-Bruin." In 2003, he earned his bachelor's degree in sociology, laying the foundation for his academic journey. Subsequently, in 2007, he achieved both a master's degree and a law degree from the joint degree program at the University of California Los Angeles School of Law in collaboration with the Ralph J. Bunche Center for African American Studies.
During his tenure in law school, Mr. Carr exhibited a keen focus on the Critical Race Studies concentration, emphasizing the nuanced intersections of race and the law. After graduation, he became a licensed attorney in California in 2008 and has maintained an active legal practice ever since.
Beyond the courtroom, Mr. Carr is deeply committed to his local community. He generously offers his service in a pro bono capacity to both the FAME Legal Clinic and the legal clinic associated with the National Action Network. He also actively contributes to various community organizations, participating in panel discussions where he imparts his knowledge on legal matters.
Prior to establishing PLC Law Group, APC, Mr. Carr garnered valuable experience as an associate at two distinguished private California-based firms. Moreover, he played a pivotal role as a founding partner at a boutique law firm in Sacramento, California, showcasing his commitment to legal excellence and contributing to the legal community.
