Brooks graduated from Stanford University School of Law in 1985, where he was editor-in-chief of the "Stanford Journal of International Law." He was a law clerk to Chief Judge James R. Browning of the United States Court of Appeals for the 9th Circuit from 1985 to 1986. Prior to entering law school, he earned a bachelor of arts degree with distinction from the University of California at Berkeley and a master of philosophy degree from Cambridge University in England.
