Ryan McGinley-Stempel serves as a partner and the head of appellate practice at Renne Public Law Group. With a robust background in government and litigation practice, he brings a wealth of knowledge in handling complex constitutional and statutory matters. His practice encompasses a wide array of legal issues, including education and employment law, public pensions, voter initiatives, land use, and public records, which he has adeptly navigated through various legal forums, such as the United States Supreme Court and the California Supreme Court.

Mr. McGinley-Stempel has played a pivotal role in representing and advising public agencies on intricate legal challenges. His work includes navigating the Federal and California Constitutions, the Meyers-Milias-Brown Act, and the Fair Employment and Housing Act. He is known for his strategic guidance in forming joint powers authorities and addressing worker classification issues. Additionally, his counsel extends to compliance with state and federal employee drug testing mandates.

Before his tenure at Renne Public Law Group, Mr. McGinley-Stempel honed his legal acumen at another firm, where his focus included education and employment law, the Anti-Terrorism Act, and class actions. Notably, he represented the Brennan Center for Justice as amici curiae in a pivotal Supreme Court of California case challenging Proposition 66.
