As the founder of Pine Tillett Pine LLP's predecessor firm, Norman Pine provides dedicated legal services to people in Los Angeles, California, and throughout the state. Mr. Pine's practice is dedicated exclusively to civil appeals, with a focus on employment law, personal injury, entertainment law, business litigation, and land use.
After graduating summa cum laude with a Bachelor of Arts degree from the University of California, Los Angeles, Mr. Pine earned a Juris Doctor degree in 1975 from the University of California, Berkeley, School of Law (Boalt Hall). During law school, Mr. Pine participated in the moot court advisory program, and he served as the Note and Comments editor for the California Law Review.
With 33 years of experience handling civil appeals, Mr. Pine has achieved positive resolutions in a wide range of legal areas. His notable successes include protecting a $58 million judgment on behalf of a victim of sexual harassment; obtaining, through an appeal, a combined fee award of approximately $34.7 million for the trial lawyers who prosecuted a civil rights case against a major financial institution; defending a $30 million personal injury judgment, a $12 million fraud judgment, a $10 million age discrimination judgment, an $8 million police battery judgment; an $8 million attorneys' fees judgment; and multiple other seven-figure judgments.
Mr. Pine is a certified appellate law specialist through The State Bar of California Board of Legal Specialization. His commitment to maintaining high legal standards has earned him the highest possible rating of AV Preeminent* from Martindale-Hubbell, and he has been repeatedly named to The Best Lawyers in America**.
Active in the legal community, Mr. Pine serves on the Board of Governors of the Consumer Attorneys of California and is a member of the Consumer Attorneys Association of Los Angeles, the California Employment Lawyers Association, and the Appellate Courts Section of the Los Angeles County Bar Association. An author of many legal articles, he also gives presentations on topics relating to appellate issues for several legal organizations, including The Rutter Group/California Judge's Association Annual Employment Law Seminar; Continuing Education of the Bar (CEB); the Los Angeles County Employment Law Section, and many others.

App., Feb. 8, 2023, No. B300332) 2023 WL 1811843 In this public contracting action (involving statutory Job Order Contracting) Pine Tillett LLP successfully reversed a damages award of over $5 million, plus attorney’s fees, that LAUSD had recovered against the contractor, FH Paschen/SN Nielsen and its sureties. The disputed project involved the upgrade and revitalization of cafeterias in over 30 schools as part of the Café LA Project. Years after FHP had fully performed the construction to LAUSD’s immense satisfaction (calling the work a “transformative success,”) LAUSD sued FHP for a refund, arguing that FHP had overpriced approximately 90 construction contracts. As if reversing a jury verdict on 90 contracts was not enough, the complexity of this task was magnified by the applicability of the public contracting laws, which are heavily slanted in favor of public entities. In fact, of the other two contractors that had performed work for LAUSD under the Café LA Project, one contractor settled with LAUSD and LAUSD enjoyed a complete victory (both at trial and on appeal, resulting in a published decision) against the other for similar claims. (See Los Angeles Unified School District v. Torres Construction Corp. (2020) 57 Cal.App.5th 480.) Pine Tillett LLP’s efforts resulted in a reversal of approximately 90% of LAUSD’s jury verdict against FHP, completely vindicating the contractor for any alleged fraud or intentional misrepresentations. That reversal included a complete victory in the third phase of construction, a complete reversal of the substantial prejudgment interest award, and a reversal of all but the first three schools for each contract in the first two phases. , 2023
