Founding Partner at Breen Law, LLC, Christine E. Breen is a seasoned legal professional with more than thirteen years of experience. Ms. Breen attends to her clients, who hail from all over the state, and focuses on representing employees who have faced harassment and discrimination in their workplace. Apart from concentrating her practice on employment law, she also takes cases involving civil and commercial litigation.
With a primary focus on employment law, Ms. Breen handles a wide array of cases, including claims related to various forms of discrimination an individual can face, such as pregnancy, disability, nation and origin, sexual harassment and issues that come under the Family Medical Leave Act. She also advises on wage and hour matters, breach of contract claims and non-competes.
Ms. Breen is an unstoppable force. She not only works with individuals, she also provides invaluable guidance to businesses them navigate the inevitable complications that arise in managing their workforce. Ms. Breen applies her values of dignity and respect as she guides employers on how to handle complex legal issues in the workplace. She has been instrumental in several cases in resolving disputes between parties astutely and judiciously.
Ms. Breen’s academic journey is truly a testament to her focus and commitment when it comes to learning new things. She embarked on her path at Southern Methodist University, earning not one but two undergraduate degrees in the same year: Bachelor of Science and Bachelor of Arts degrees in 2007. Following this, she obtained her master’s degree from the Vermont Law School a year later, and ultimately her Juris Doctor in 2011.
A proud member of several professional organizations, Ms. Breen finds true happiness in actively contributing to community activities that have a positive impact on society. She serves as a member of the board as well as the treasurer of the Women’s Lobby of Colorado. Christine Chairs the Legislative Committee for the Colorado Plaintiff Employment Lawyers Association (PELA). Christine also serves on the Board for PELA.
In 2024 and 2025, Christine co-presented to the Colorado Bar Association's Employment Law division on Colorado's legislative updates and new employment laws going into effect. Christine co-authored an article for the 2019 June/July issue of Trial Talk discussing the various laws in Colorado that extend rights and protections to Colorado’s work-force. Christine has also lectured to the Colorado Trial Lawyers Association and the Colorado Plaintiff Employment Lawyers Association on Colorado employment laws and nuances that exist in practice. In 2018, Christine trained the Colorado Legislators, their aids and interns, as well as Capitol staff on sexual harassment in the workplace and appropriate workplace behavior.
When not in the office, Christine advocates for increased protections for women, families, and workers at the Colorado State Capitol. She has testified on numerous bills and worked with coalition members and stakeholders to advance legislation important for improving the lives and protections for Colorado residents. In 2023, Christine and her colleagues on the PELA Legislative Committee led the charge to pass groundbreaking legislation in Colorado, the Protecting Opportunities and Workers' Rights (POWR) Act, which increased non-disclosure and non-disparagement protections for Colorado workers, as well as eliminated the outdated "severe or pervasive" harassment standard in Colorado.

- Opened up my own law firm with my friend and colleague, Kelli Riley, to combine forces and fight for Colorado workers., 2024
- As Chair of the PELA Legislative Committee, I worked with my legislative team, out lobbyist, and our Coalition to pass the Protecting Opportunities for Workers Rights (POWR) Act (SB-172). The Power Act constituted ground breaking legislation that eliminated the outdated and harmful "severe or pervasive" harassment standard in Colorado, as well as increased protections for Colorado workers when it came to disability protections, non-disclosure agreements, non-disparagement, and other protections. I worked on this legislation for four years, testifying in front of senate and house committees on the importance of the legislation, as well as engaging in stakeholder discussions critical to getting the legislation passed. In Fall 2018, I drafted the first "draft version" of the legislation, which was later finalized and tweaked by legislative services during the 2019 Session. The proposed legislation underwent countless revisions and reintroductions until it became SB-172 and finally became codified into law in 2023., 2023
- As Chair of the PELA Legislative Committee, I worked with my legislative team, our lobbyist, and other supporters to pass HB22-1367 "Update to Employment Discrimination Laws." This legislation expanded discrimination and harassment protections under the Colorado Anti-Discrimination Act to domestic workers, including nannies, gardeners, and other workers employed in a person's home. This legislation also repealed prohibitions on certain damages, such as compensatory damages, for claims of age discrimination under the Colorado Anti-Discrimination Act. This legislation also increased the amount of time a person has to file a charge of discrimination with the Colorado Civil Rights Division from 180 days to 300 days., 2022
