Mr. Woolf completed his bachelor’s degree from The Hebrew University of Jerusalem and went on to secure his master’s degree in international relations and economics at the University of Pennsylvania in 1974. In 1977, he graduated with honors from the University of Connecticut School of Law. 

Following his graduation from law school, Mr. Woolf joined the Connecticut Department of Banking and in 1980, was appointed by Governor William A. O'Neil as the Commissioner of Banking & Securities from 1980 to 1985. 

Recognized for his merits in his profession, Mr. Woolf has been rated with a perfect “10.0” on Avvo.
