A partner at Hartford, Connecticut-based Horton, Dowd, Bartschi & Levesque, PC, Karen L. Dowd is a highly-regarded civil litigator at both the trial and appellate levels. She also represents attorneys throughout the area in ethics proceedings before state and local grievance committees as well as clients who have been accused of the practice of law without authorization. Admitted to practice before all Connecticut state courts since 1991, Ms. Dowd is also admitted to practice before the U.S. District Court for the District of Connecticut, the U.S. Court of Appeals for the 2nd Circuit and the Supreme Court of the United States.

Ms. Dowd has received a great deal of recognition from her fellow attorneys for her successful track record and superb ethics. Ms. Dowd's trial practice has encompassed the representation of insurance companies and other defendants in personal injury and wrongful death cases arising out of claims involving defective products and other alleged negligent acts or omissions. Her appellate experience has included that area of the law as well as land use and domestic relations.

A co-author of the Connecticut Practice Book Annotated and other legal treatises, Ms. Dowd often delivers presentations on ethics and appellate practice to groups of lawyers. A 1998 Bachelor of Arts recipient from The University of Virginia, she obtained her legal education at the University of Connecticut School of Law, and she has taught courses at her law school alma mater.
