    A partner at Horton, Dowd, Bartschi & Levesque, PC, Wesley W. Horton is a highly-regarded appellate practice attorney. He represents individual and business clients throughout the greater Hartford metropolitan area from the firm's office in Connecticut's capital city. Admitted to practice before all Connecticut state courts since 1970, Mr. Horton is also admitted to practice before the U.S. District Court for the District of Connecticut, the U.S. Court of Appeals for the 2nd Circuit and the Supreme Court of the United States. A 1964 Bachelor of Arts recipient from Harvard College, he subsequently pursued his legal education at the University of Connecticut School of Law and was awarded his Juris Doctor in 1970.

    Mr. Horton's appellate practice has encompassed several areas of the law, including insurance defense, family law, personal injury and wrongful death, land use, and constitutional issues. He was appellate counsel in the landmark 2005 Supreme Court condemnation case Kelo v. New London, and he has handled numerous notable state appeals court decisions as well. Mr. Horton is widely acclaimed by his colleagues for his successful track record, and the honors that he has received have included an AV Preeminent* peer-review rating through Martindale-Hubbell. In addition, he has been selected for inclusion in The Best Lawyers in America every year since 1995.

    Mr. Horton also provides representation to attorneys in hearings regarding alleged ethical breaches, and he has been an expert witness at the trial level in cases involving legal malpractice. He is a former chair of the Professional Ethics Committee of the Connecticut Bar Association, a fellow of the invitation-only American Academy of Appellate Lawyers, and a past president of the American Counsel Association. The co-author of several legal treatises, he has taught courses on appellate practice at his law school alma mater.
