James N. Tallberg is the Managing Partner of Karsten & Tallberg, LLC.  Admitted to practice before all Connecticut state courts since 1996, he is also admitted to the United States District Court for the District of Connecticut, the Eastern and Southern Districts of New York, the Second and Ninth Circuit Courts of Appeal, and the Supreme Court of the United States.  Mr. Tallberg served as Enfield Town Attorney for four years, ending in December 2023.  Since November 2021, Mr. Tallberg has served as East Hartford Corporation Counsel as an appointee of the Mayor of the Town of East Hartford.

Mr. Tallberg's practice includes the defense of public entities and officials, including law enforcement, educators, professional liability defense, employment practices liability, and business litigation. He has tried more than thirty cases to verdict or court judgment including claims of wrongful death, civil rights claims under 42 U.S.C. § 1983 for unreasonable force, police shootings, false arrest, TASER deployments, unlawful search and seizure, First Amendment retaliation, assault, negligence, breach of contract, and CUTPA. 

Mr. Tallberg is a former Chairman of the Rocky Hill Charter Revision Commission and serves as a Hearing Officer by appointment of the Rocky Hill Town Manager.  He has been a member of the Executive Committee of the Connecticut Bar Association's Federal Practice Section since 2010.  In 2015, he was appointed by the Judges of the United States District Court for the District of Connecticut to serve on the Local Civil Rules Advisory Committee.  Mr. Tallberg is a past recipient of the Connecticut Law Tribune "New Leaders of the Law" Award. From 2004 until 2016, he served as an appointee of the Governor on the Connecticut Police Officer Standards and Training Council ("POST"). 

Mr. Tallberg is a member of the Federal Bar Council, Connecticut Bar Association, Hartford County Bar Association, Defense Research Institute, Connecticut Defense Lawyers Association, and is an elected member of the Board of Directors of the Connecticut Association of Municipal Attorneys ("CAMA").

Mr. Tallberg is a graduate of the University of Connecticut School of Law, with honors, and Southern Connecticut State University.
