The senior partner at his eponymous professional corporation, Stuart B. Ratner focuses his practice on federal, state and international tax issues. Mr. Ratner’s tax experience has encompassed both civil and criminal matters. The types of cases that he has handled have included tax liens and levies, penalty abatement, collections, litigation, refund claims, state sales tax appeals, Internal Revenue Service technical advice and ruling requests, refunds, and protests. Mr. Ratner also works on transactions with his clients, structuring them to minimize their tax exposure. He has significant experience with employment-related tax issues as well, including the question of whether a worker should properly be classified as an independent contractor rather than as an employee, and he has worked on like-kind property exchanges in order to qualify them for tax deferrals under Section 1031 of the Internal Revenue Code.
As an undergraduate, Mr. Ratner majored in accounting at the University of Connecticut and received a Bachelor of Science in 1978. He then went on to pursue his legal education at Syracuse University College of Law, and in 1981, he was awarded his Juris Doctor. Mr. Ratner also holds a Master of Laws in taxation from New York University School of Law, having obtained that in 1982.
