Vance also graduated from Seton Hall University School of Law and Columbia University. He began his legal career at the Connecticut Appellate Court where he served as a clerk in 1999-2000.

He was appointed by Governor Dannell Malloy to head the State of Connecticut's Office of the Claims Commissioner. He has held leadership roles within the Connecticut Bar Association, serving as a member of the Board of Governors, the House of Delegates and on the Executive Board.
