Leigh Kellett Fletcher has been practicing land use, environmental and real estate law since 1997 and regularly represents clients acquiring, developing and selling real estate in Florida and the U. S. Virgin Islands. She has been involved in the purchase, sale and redevelopment of multi-family residential projects, office, commercial and mixed use properties and has worked with clients to obtain land use entitlements and environmental permits to develop and expand commercial development. She frequently works with clients acquiring environmentally contaminated properties and assists them with obtaining brownfield designations and completing remediation and development of those properties.

Leigh works with developers, lenders and government agencies structuring public/private partnerships and obtaining entitlements and environmental permits to facilitate redevelopment of contaminated properties, blighted neighborhoods and distressed projects. Representative Clients:

  • Serving as lead counsel on the Encore Project, Banc of America Community Development Corporation and the Tampa Housing Authority’s $425 million dollar joint redevelopment project to convert a former public housing project into twelve city blocks in downtown Tampa of mixed use, mixed income development which includes multi-family residential, commercial, hotel, office, educational and museum uses.  Her responsibilities include preparation of all real property disposition agreements; obtaining land use, zoning and environmental approvals for the project; working on the grant writing team to successfully obtain $28 million in federal stimulus funds for infrastructure redevelopment; serving on the LEED – ND certification team, and negotiating development agreements and interlocal financing agreements to support the development. 
  • Successfully resolving Coastal Zone Management permit, Clean Water Act and Endangered Species Act compliance and related issues for the largest affordable housing development built on St John, U. S. Virgin Islands.
  • Working with national lenders, bond holders and developers to reposition, re-permit and financially restructure multiple large scale master planned development projects throughout Florida totaling more than 4000 acres.
  • Serving as lead counsel for the Creative Village Orlando project, a  public/private partnership between the City of Orlando and Creative Village Development LLC to redevelop 68 acres in downtown Orlando estimated to be worth one billion dollars at project completion.
  • Assisting a client with the acquisition and rehabilitation of approximately 900 multi-family apartment units.
