Colin M. Roopnarine

With over three decades of experience in the legal profession, Colin M. Roopnarine serves clients in cases of administrative law and regulatory compliance. Approaching each case with shrewd legal acumen and strategic litigation skills, he provides essential advocacy for individuals and businesses navigating complex government systems. Additionally certified in State and Federal Government and Administrative Practice, he represents clients across the state of Florida from his office at Grossman, Roopnarine & Bayo, LLC, in Tallahassee, Florida.

Mr. Roopnarine represents clients before state boards and departments, managing everything from professional license defense for real estate brokers and private investigators to high-stakes disputes involving law enforcement certifications and the Department of Children and Families. He guides clients through agency audits, handles financial and environmental compliance issues, and resolves complex sales and use tax matters. Whether securing a critical business procurement or defending a professional's livelihood during a disciplinary hearing, he serves as a vital shield against regulatory overreach.

Previously, Mr. Roopnarine served as an Adjunct Professor at Florida State University College of Law, teaching Florida Administrative Litigation and Depositions. He has been on the Second Judicial Circuit Professionalism Panel since 2012 and served as President of the Florida Government General Counsels' Association in 2015. His bar committee work includes the Administrative Law Section CLE Committee, the Long Range Planning Committee and the Board Certification Committee of The Florida Bar.

After completing his undergraduate studies at the University of South Florida, Mr. Roopnarine pursued his law degree at Florida State University College of Law. He received his Juris Doctor in 1995 and, in the following year, was admitted to The Florida Bar.
