    As part of his practice, Mr. Gramling maintains an active involvement with the Florida Department of Environmental Protection and the United States Environmental Protection Agency with whom he regularly works to address substantive and procedural environmental law policy and regulatory challenges. For example, from 1994 to 2001, he was a primary advocate in developing Florida's Drycleaning Solvent Cleanup Program which now encompasses more than 1,400 contaminated properties across Florida.  Working as the main subject matter professional and as a registered lobbyist, Mr. Gramling helped the Florida legislature develop innovative public policy in the form of a Voluntary Cleanup Tax Credit (VCTC) statute which provides substantial tax credit incentives to cleanup and re-development of polluted or underutilized sites.  The VCTC immediately stimulated participation state-wide in the emergent Florida Brownfields Program and the Drycleaning Solvent Cleanup Program.  Gramling Environmental Law clients have received millions of dollars in VCTCs as a result of this creative and overwhelmingly successful statute, since its enactment in 1998.

    Working with the Florida Department of Environmental Protection within the Florida Brownfields Program, Mr. Gramling negotiated the very first Florida Brownfield Site Rehabilitation Agreement for a client's facility in Tampa, Florida, in 2000.

    Representing an internationally recognized entity, Mr. Gramling was instrumental in creating and implementing Florida's Sport Shooting Range Program, to systematically address shooting range lead contamination while providing protection from liability. Again, this initiative helped facilitate cleanups at sites throughout the state, avoiding costly and time-consuming litigation.

    A 1980 graduate of Emory University, Mr. Gramling obtained his Juris Doctor from the University Of Florida Levin College Of Law in 1983. He served as an Assistant Director of Legal Research and Writing at the University Of Florida Levin College Of Law from 1984- 1985.  In addition to private practice, Mr. Gramling worked in-house with a large, public energy supply corporation from 1988 to 1992.  Widely regarded as a legal scholar and leader in his field, he writes and lectures extensively on a number of legal topics.  His works have been published in the Harvard Environmental Law Review, the Stetson Law Review, the Florida Bar Journal and many legal education journals. He is heavily involved with his legal community, serving as Chair for the Environmental and Land Use Law section of The Florida Bar from 2003 - 2004 and holding leadership and committee positions in the Hillsborough County Bar Association and the American Bar Association.
