In 1974, Ms. Prebula graduated with a Bachelor of Arts from the University of North Carolina at Chapel Hill. She then attended the University of North Carolina at Greensboro, where she obtained a Master of Education in 1978. Her education completed with a Juris Doctor she obtained in 1984 from Emory University School of Law.

Ms. Prebula is admitted to practice in the state of Georgia and before the United States District Court for the Northern District of Georgia, the Supreme Court of Georgia, the Georgia Court of Appeals, the United States Supreme Court, and the United States District Court for the Middle District of Georgia.
