An experienced and highly regarded civil litigation attorney, M. Devlin Cooper is a partner at Cooper, Barton & Cooper. He is based in Macon, Georgia, and he represents people throughout the region. Admitted to practice in Georgia since 2005, Mr. Cooper is also admitted to practice before the U.S. District Courts for the Northern and Middle Districts of Georgia, the U.S. Court of Appeals for the 11th Circuit, and the Supreme Court of the United States.

A portion of Mr. Cooper’s practice involves eminent domain litigation. He has represented both property owners and government agencies in cases regarding the taking of private property, and his experience has encompassed valuation and fair compensation, mineral rights, relocation and land use. Mr. Cooper has also worked on probate litigation, including will contests predicated upon undue influence and lack of testamentary capacity.

In his business litigation practice, Mr. Cooper’s experience has encompassed contract breaches, partner and shareholder disputes, fraud and misrepresentation, unfair competition, trade secret misappropriation allegations, noncompete agreements and similar matters. He also provides advice and counsel to his company clients on business formation, debt and equity financing, mergers and acquisitions, buy-sell agreements, employment contracts and regulatory compliance.

Mr. Cooper’s successful track record in all of his professional endeavors combined with his high degree of ethics have led to a great deal of recognition from his fellow members of the bar, including an AV Preeminent* peer-review rating through Martindale-Hubbell and a 10.0 “Superb” peer-review rating through Avvo. A Georgia native, he majored in economics at Georgia College and received a Bachelor of Science cum laude in 2002. He received his legal education at what was then known as George Mason University School of Law, and in 2005, he was awarded his Juris Doctor.

Mr. Cooper served as the Chair of the Eminent Domain Section of the State Bar of Georgia in 2019-2020.  He served as the President of the Central Georgia Council, Boy Scouts of America from 2016-2018, and continues to sit on the Council's Executive Board as well as the Area 9 Committee.  He was a member of the 2012 Class of Leadership Macon and remains active in the community as well.
