Garmer lends his nearly four decades of experience to diligently pursuing justice for injured individuals and their families throughout the state. Mr. Garmer takes on cases spanning the gamut of personal injury, from medical malpractice and mining accidents to aviation accidents and products liability. During the course of his career, he has helped establish legal precedents in Kentucky in addition to securing millions in awards and settlements for his clients.

In one such landmark case before the Kentucky Supreme Court in 1984, Mr. Garmer represented a plaintiff originally denied compensation following a DUI-related crash in which she was a passenger and successfully argued to a reversal through appeal; the ruling resulted in the state's adoption of the comparative fault system. This case was listed by the Kentucky Trial Court Reporter as the most significant case in Kentucky law. He also represented the plaintiff in a 1983 Kentucky Court of Appeals decision recognizing the doctrine of apparent agency of independent contractors in hospital cases.

In 2016, Mr. Garmer was the plaintiff's lawyer in the Supreme Court of Kentucky decision sustaining a trial court award of punitive damages of over 300 times the amount awarded for compensatory damages, because of the reprehensible conduct by the Defendants. In a nursing home abuse case, he secured an $8 million jury verdict for the victim's family. He also had success before the Supreme Court of Kentucky in 2018, when the Court affirmed certification of a class-action for truck drivers, who the Defendants failed to pay the prevailing wages required to be paid to them under Kentucky law.

Most recently, in 2019, Mr. Garmer represented the plaintiff in the Supreme Court of Kentucky decision holding that officers involved in a police chase pursuit must act with due care in initiating and maintaining the pursuit.

In addition to all Kentucky state courts, Mr. Garmer practices before the U.S. District Courts for the Eastern and Western Districts of Kentucky; the U.S. Courts of Appeals for the 5th, 6th and 11th Circuits; and the Supreme Court of the United States. He is a member of the distinguished Melvin M. Belli Society, the American Bar Association, the Kentucky Bar Association and the Federal Bar Association.

Mr. Garmer earned his undergraduate degree from the University of Kentucky in 1968 and his Juris Doctor from the same university's College of Law in 1975. In addition to his law practice, he has variously served as a staff sergeant in the Air Force, a deacon and an adjunct professor at his alma mater.
