Mr. Dobbins received a bachelor’s degree from Emory University and earned his law degree from the University of Louisville Louis D. Brandeis School of Law. He obtained his license to practice law in 1978, which qualified him to appear before all Kentucky state courts. He also holds a license before federal courts and the Supreme Court of the United States.
