He was also an associate editor in the law school’s Maryland Law Review and as an adjunct professor, he taught appellate advocacy and legal writing. 

Active in the legal community, Mr. Kagan is a fellow with the American Bar Association and the Maryland Bar Association; a member and past president of Anne Arundel County Bar Association; a member and past chair of the Maryland State Bar Association in the litigation section, labor and employment section, business section, and budget and finance sections; and a member of the Anne Arundel County Ethics Commission.
