A 1981 cum laude graduate of Towson State University, Mr. Manley earned his medical degree from the University of Maryland School of Medicine in 1986. In 2005, he obtained his Juris Doctor, magna cum laude, from the University of Baltimore School of Law, where he graduated as a member of the Heuisler Honor Society.
