Mr. Shapiro completed his undergraduate studies in 1994 from the University of Maryland, graduating with his B.A. degree with a major in government and politics and a minor in psychology. In 1997 Mr. Shapiro received his Juris Doctor from The Catholic University of America Columbus School of Law, where he he was a member of the Journal of Contemporary Health Law and Policy and was the recipient of the Student Extra Mile Award given by the school. That same year, he obtained his license to practice in Maryland, followed by his license to practice in Washington, D.C. the next year.

At the Bar Association of Montgomery County, Maryland, he is a past Chair of the Business Law Section and has served on the Judicial Selections Panel, Legal Ethics Committee, and as a multi-year Chair of the Montgomery County Bar Foundation's annual golf and tennis outing and fundraiser. Mr. Shapiro served as the President of the Maryland State Bar Association for 2022 - 2023 and, in the past, has served that organization as a past Chair of the Section on Business Law and on its Ethics, Judicial Appointments.
