A 1971 honors graduate of Harvard College, Mr. Cetrulo earned his Master of Education from Harvard University's Graduate School of Education in 1972. He then attended Northeastern University School of Law, where he obtained his Juris Doctor in 1975. He holds his license to practice in Massachusetts, Rhode Island, New York and Connecticut, and he is also admitted to practice before the U.S. District Court for the Districts of Rhode Island and Massachusetts, the U.S. Court of Appeals for the 1st and 4th Circuits, and the U.S. Supreme Court.

He also accepted a governor's appointment to the Judicial Nominating Commission for the Commonwealth of Massachusetts, and he served on the United States Magistrate Search Committee for the U.S. District Court for the District of Massachusetts.
