A 1979 graduate of the State University of New York at Binghamton, Mr. Watsky obtained his Juris Doctor cum laude from Boston University School of Law in 1985. He is admitted to practice in Massachusetts and New York as well as before the U.S. District Court for the District of Massachusetts.

He once served as deputy general counsel for the Massachusetts Department of Environmental Protection as well as member of the Westwood Zoning Board of Appeals. He is also former member of the Massachusetts Bar Association's Property Law Section Council, and he is heavily involved with the Massachusetts Water Resources Authority, the United States Environmental Protection Agency and the Massachusetts Department of Environmental Protection.
