Judith M. Flynn

Judith M. Flynn is a shareholder at Falco & Associates, P.C., in Quincy, Massachusetts, where she concentrates her practice on elder law and estate planning. At the firm and its affiliated Senior Resource Center, Inc., she assists older adults and their families with planning for long-term care and securing public benefits that allow clients to remain safely in the community or to obtain coverage for nursing home care when required. As a certified elder law attorney (CELA), she combines practical planning with advocacy to protect clients’ rights and financial security.

Ms. Flynn’s professional recognition includes the Massachusetts Lawyers Weekly “Top Woman of Law” honor (2011), the MassNAELA President’s Award (2013 and 2016), and the Deborah H. Thompson Advocacy Award from MassNAELA (2022). She was also named a Five Star Estate Planning Attorney/Wealth Manager in Boston Magazine in multiple years (including 2010 and 2012–2016) and received the National Guardianship Association’s Outstanding Affiliate Member Award in 2010. She is one of approximately 30 attorneys in Massachusetts certified as an elder law attorney by the National Elder Law Foundation (NELF).

Earning her undergraduate degree summa cum laude from the University of Massachusetts Boston, Ms. Flynn received the T. Scott Miyakawa Memorial Prize in sociology. She obtained her Juris Doctor cum laude from Suffolk University Law School, where she was awarded the American Jurisprudence Award in Administrative Law. She remains active in professional organizations, including NAELA and its Massachusetts chapter, the American Bar Association, the Massachusetts Bar Association, and the Massachusetts Family & Probate American Inn of Court. She has also been rated with a perfect score of “10.0” on Avvo.

Ms. Flynn serves as president of the National Academy of Elder Law Attorneys (NAELA) and previously co-chaired NAELA’s State Advocacy Committee, fostering collaboration among members and chapters nationwide on policy issues affecting older adults and people with disabilities. She led MassNAELA as its president in 2014 and held the presidency of the Massachusetts Guardianship Association in 2010 and 2011. Her leadership extended to co-chairing NAELA’s 2017 Annual Conference in Boston, which sold out for the first time in the organization’s history.
