He was honorably discharged as a major, having served as a plans officer and support operations officer in the Mississippi Army National Guard.
Academically accomplished, Mr. Burns is a 1995 graduate of the University of Mississippi, where he earned a Bachelor of Arts in political science, graduating with honors as an Army ROTC Distinguished Military Graduate. He furthered his education at the University of Mississippi School of Law, earning his Juris Doctor cum laude in 1998. During his law school tenure, he was an active member of the Moot Court Board and Phi Kappa Phi, and he received the American Jurisprudence Award in Corporations.
Licensed to practice law in Mississippi since 1998 and in Washington, D.C., since 2009, Mr. Burns is admitted to the U.S. District Courts for the Southern and Northern Districts of Mississippi, the Tribal Court of the Mississippi Band of Choctaw Indians and the U.S. Court of Appeals for the 5th Circuit. His extensive courtroom experience includes serving as lead counsel in approximately 40 state court jury trials, 15 bench trials and over 200 Mississippi workers' compensation hearings.
