Mr. Manners completed his undergraduate studies in 1972, graduating with his Bachelor of Science summa cum laude from the University of Central Missouri. He received his Juris Doctor in 1976, and in the same year, he obtained his license to practice law in Missouri. Later on, he became admitted to practice before the United States District Court for the Western District of Missouri, the United States Court of Appeals for the 8th Circuit and the Supreme Court of the United States.
