Qualified to practice before all the state courts of New Jersey since 1994, Mr. Perlman has handled hundreds of cases before the U.S. District Court for the District of New Jersey, the U.S. Court of Appeals for the 3rd Circuit, the U.S. Supreme Court, and a prior member of the District Ethics Committee.

A native of Philadelphia, Pennsylvania, Mr. Perlman is a member of many prestigious legal organizations such as the National Association of Consumer Advocates, the New Jersey Bankruptcy Trustee Association, the National Association of Consumer Bankruptcy Attorneys, the New Jersey State Bar Association and the Camden County Bar Association.

An ardent speaker and presenter, Mr. Perlman has participated in many conferences and seminars across New Jersey. He appears as a guest lecturer and ICLE continuing legal education instructor, where he educates audiences on bankruptcy law and financial management. He has been featured in several media sources, including the National Fox Business Network, CNN Radio, CBS Radio, South Jersey Magazine, and others.
