Jason T. Brown is the principal of Brown, LLC, a national litigation firm headquartered in Jersey City, New Jersey. His practice focuses principally on whistleblower and False Claims Act litigation, along with complex civil litigation, class and collective actions, and other high-stakes disputes. Over the course of his career, Mr. Brown and his firm have been involved in cases producing aggregate settlements and judgments exceeding $1 billion.

Mr. Brown represents whistleblowers nationwide in False Claims Act and qui tam matters involving fraud against federal, state, and local governments, including government contracting and procurement fraud, defense contractor fraud, Medicare and Medicaid fraud, healthcare fraud, pharmaceutical fraud, cybersecurity fraud, customs and import fraud, grant fraud, kickbacks, overbilling, false certifications, and other misuse of government funds. His whistleblower practice also includes evaluating and advising individuals concerning the SEC Whistleblower Program, IRS Whistleblower Program, CFTC Whistleblower Program, Department of Justice Antitrust Whistleblower Rewards Program, and FinCEN Anti-Money Laundering Whistleblower Program, as well as whistleblower retaliation claims and protections under federal and state law.

Mr. Brown has developed a substantial national practice representing whistleblowers in complex qui tam litigation involving government contracting, healthcare, pharmaceuticals, Medicare and Medicaid, and other forms of alleged fraud against government programs. In consecutive years, Brown, LLC represented whistleblowers in two extraordinary nine-figure federal matters. In 2024, Mr. Brown represented the relator in the Raytheon matter, which formed part of a Justice Department resolution exceeding $950 million and included a $428 million False Claims Act settlement—the second-largest government procurement fraud recovery under the False Claims Act. In 2025, Brown, LLC represented one of the whistleblowers whose action was resolved as part of the Walgreens settlement requiring payment of $300 million, with up to an additional $50 million contingent upon certain future events.

Mr. Brown and Brown, LLC also represented the relator in a Texas Medicaid fraud action against Pfizer and Tris Pharma that resulted in a $41.5 million settlement concerning the ADHD medication Quillivant XR. Other significant False Claims Act matters involving Mr. Brown or his firm include a $32.5 million Medicare fraud settlement, a $22.9 million healthcare fraud settlement, and a matter in which a Brown, LLC whistleblower assisted the government in obtaining a $140 million False Claims Act judgment.

Mr. Brown has an established a record of handling complex, high-stakes cases. He was the first attorney in the nation to pursue a series of claims against Merck arising from alleged injuries associated with one of its pharmaceutical products. Following years of litigation, those claims were resolved through a $100 million settlement.

Before entering private practice, Mr. Brown served as both a Special Agent and Legal Advisor with the Federal Bureau of Investigation. He worked closely with the United States Attorney’s Office and provided legal guidance involving numerous federal agencies. He was designated a Lead Agent on several significant investigations, including matters arising from the September 11 attacks, the anthrax attacks, and the kidnapping of journalist Daniel Pearl.

Mr. Brown’s FBI experience continues to inform his approach to whistleblower litigation. His practice combines investigative methodology with trial strategy, particularly in matters involving extensive documentary records, concealed misconduct, complex financial transactions, government contracting, and allegations requiring the reconstruction of events occurring over many years.

Mr. Brown has tried difficult cases, including collective and class actions, and has litigated extensively in state and federal courts throughout the country. His work has ranged from catastrophic personal injury and pharmaceutical litigation to False Claims Act cases involving some of the nation’s largest corporations and government contractors.

His academic and professional background includes service as editor-in-chief of a law review, a judicial clerkship with a Superior Court judge, national debate honors, and receipt of a national scholarship for scholarship in intellectual property law. During his federal service, he held a top secret security clearance and briefed senior executive branch officials on matters of national importance.

Today, Mr. Brown leads Brown, LLC’s national litigation practice and remains actively involved in case strategy, major negotiations, depositions, trials, and significant whistleblower matters. The firm has become one of the country’s more active False Claims Act practices, with Lex Machina ranking Brown, LLC as the second most prolific firm in False Claims Act filings over a five-year period.
