A 1988 graduate of New York University with a Bachelor of Arts in political science, Mr. Horn attended St. John's University School of Law, where he obtained his Juris Doctor in 1991. The following year, the New York State Bar Association admitted him to practice, and he is also admitted to practice before the U.S. District Courts for the Southern and Eastern Districts of New York, the U.S. Court of Appeals for the 2nd Circuit and the U.S. Supreme Court.

Mr. Horn began his legal career with the Second Judicial Department of the Supreme Court of the city of New York, where he served as both Senior Appellate Court Attorney as well as the Principal Law Secretary to an Associate Justice in the court's appellate division. He then entered private practice, and he credits the invaluable experience he gained in the public sector with helping him better serve his clients.

Active in his legal community, he is a member of the Brooklyn Bar Association, the New York State Trial Lawyers Association and the Mischel & Horn, P.C.
