On November 13, 2018, President Trump nominated Mr. Halpern and submitted to the United States Senate Mr. Halpern’s nomination as a District Court Judge in the Southern District of New York.  The 115th session on Congress ended on December 31, 2018; and pursuant to the Senate Rules, Mr. Halpern’s unconfirmed nomination was returned to the White House.  On January 3, 2019, and after the 116th session of Congress began, Mr. Halpern’s nomination was resubmitted to the Senate by the President and he is presently awaiting a hearing before the Senate Judiciary Committee.

A 1977 magna cum laude graduate of Fordham University, Mr. Halpern attended the Elisabeth Haub School of Law at Pace University, where he obtained his Juris Doctor in 1980. Licensed to practice in New York and Connecticut, he is also admitted to practice before all U.S. District Courts in each state and as well as before state and federal jurisdictions across the nation.

A recognized leader in his field, Mr. Halpern published Civil Pretrial Proceedings in New York, a two-volume reference text on civil procedure as well as numerous articles on a variety of legal topics. He is also heavily involved with many professional legal organizations, and he is a fellow with the American Bar Foundation and The New York Bar Foundation.
