As the former County Attorney for Orange County (1994-2001), Mr. Golden was responsibile for a wide array of municipal, civil rights, construction and procurement law, transactional matters, and employment issues (including arbitrations, and labor negotiations with the County's three collective bargaining units covering over 2,600 employees).  In addition to his prior private practice experience in a federal and multi-state litigation firm, he was also the former in-house Corporate & Litigation Counsel for a large general construction firm.  He has particular experience in public bidding laws and Project Labor Agreements, and he drafted one of the broadest New York State laws on public/private partnership of wastewater facilities. Mr. Golden has represented numerous governments and governmental agencies, including Dutchess County, Rockland County, Orange County, Jefferson County, City of Peekskill, Town of New Windsor, Town of Carmel, and Orange County Industrial Development Agency.

Presently, Mr. Golden is (1) Town Attorney for the Town of Goshen, (2) Attorney for the Village of Woodbury, (3) Planning Board Attorney for the Village of Tuxedo Park, (4) Planning Board Attorney for the Village of Woodbury, (5) Special Counsel to Village of Monroe, (6) Planning Board Attorney for the Village of New Paltz, (7) Zoning Board of Appeals Attorney for the Village of New Paltz, (8) Special Labor Counsel to Village of Walden, (9) Special Counsel to City of Newburgh (10) Speical Counsel to Orange County Partnership, and (11) Special Counsel to Sullivan County Partnership.  He is a member of the Orange County Board of Ethics, and is the Town Justice for the Town of Hamptonburgh.  

Mr. Golden’s practice also includes being the attorney for Cornell Cooperative Extension of Orange County (since 2002), and Cornell Cooperative Extension of Dutchess County (since 2005). He has also provided advice to Cornell Cooperative Extensions of Sullivan County, Putnam County, Otsego County, and Columbia-Greene Counties. 

Mr. Golden has lectured to various groups (including the American Bar Association, New York State Bar Association, New York State County Atorneys' Asscoiation, and Orange County Municipal Planning Federation) on numerous legal topics, including municipal law, civil rights litigation, and construction law.  In addition, Mr. Golden co-authored an article published in the American Journal of Trial Advocacy, entitled: Section 1983 Qualified Immunity Defense:  Hope's Legacy, Neither Clear Nor Established.

  • Mr. Golden was a member of the Governor’s Judicial Screening Committee (Second Department, Orange County), the Grievance Committee of the 9th Judicial District, and the New York State Continuing Legal Education Board.  He is past-President of the Orange County Bar Association, and past-President of the New York State County Attorneys' Association.  He was also Editor-in-Chief of the American Journal of Trial Advocacy.
