Noah Genel is an accomplished litigator and advisor with more than 25 years of experience. He currently serves as the Chair of the State Regulatory Compliance and Litigation practice at Ford O'Brien Landy LLP (FOBL), which has offices located in New York City and Austin, Texas. Serving a diverse clientele, Mr. Genel specializes in complex criminal and civil litigation (both federal and state) and government compliance matters. Mr. Genel has deep knowledge of New York City government operations and inter- and intra-agency coordination, which enhances his effectiveness as an advocate for clients with matters before local government agencies. Mr. Genel specializes in finding practical solutions to complex problems for his clients.

Immediately prior to joining FOBL, Mr. Genel was the Commissioner and Chair of the New York City Business Integrity Commission (BIC)--a mayoral agency that regulates the commercial waste-hauling industry and public wholesale food markets in New York City. Appointed by Mayor Bill de Blasio, as Commissioner and Chair, Mr. Genel led an agency of more than 70 employees and was responsible for all policy and enforcement decisions. While he was at BIC, the agency collaborated with numerous federal, state and local partners on a wide variety of investigations and legislative and policy initiatives. Mr. Genel also led BIC's response to the Covid-19 pandemic, both in its regulated industries and internally to the agency. (Prior to being appointed Commissioner and Chair, Mr. Genel was First Deputy Commissioner and General Counsel of BIC.) One of Mr. Genel's notable policy contributions was improving traffic safety in the commercial waste-hauling industry to reduce the number of fatalities and other serious injuries involving commercial waste trucks on City streets. His initiative culminated in the passage of Local Law 198 of 2019, which gave BIC authority to more closely regulate traffic safety in the waste industry. Mr. Genel also played a pivotal role in drafting the Commercial Waste Zones law--Local Law 199 of 2019, which is currently being implemented.

Before joining BIC, Mr. Genel was a Senior Investigative Counsel and an Assistant District Attorney in the New York County (Manhattan) District Attorney's Office, where he served for more than eight years. He was assigned to both the Rackets and Special Prosecutions Bureaus and tackled a variety of high-profile and complex cases involving a range of issues, from financial fraud to organized crime and terrorism. His efforts on a tragic case involving the deaths of two FDNY members directly contributed to the passage of additional local laws regulating fire safety on construction sites in New York City. Before his public service, he was in private practice at two major New York law firms , handling a variety of white collar criminal cases and civil litigation. Mr. Genel's criminal cases involved numerous components of the U.S. Department of Justice, as well as the U.S. Securities and Exchange Commission and state and local entities.

Mr. Genel's recent matters include representing and advising numerous domestic and foreign corporations in investigations, audits, and other regulatory matters in the waste industry and public wholesale markets and representing individuals and corporate entities in white collar investigations and prosecutions in federal courts. He has also assisted construction companies with employment and background investigation issues.

Mr. Genel holds a Juris Doctor from Fordham University School of Law (1998) and a B.A. from Union College. He is admitted to practice in New York State and before the U.S. District Courts for the Southern and Eastern Districts of New York. His career has also encompassed teaching and speaking engagements, sharing his knowledge on industry safety and regulatory compliance.
