Paul Napoli brings more than 30 years of legal experience to his primary areas of practice, including governmental affairs, environmental law and mass tort litigation. He is widely recognized as one of the country’s top litigators, having successfully led numerous high-profile cases such as the World Trade Center litigation, the Flint Water Crisis and claims brought on behalf of local cities and states involving the Opioid Epidemic.
Paul is well-known for his ability to oversee large-scale complex cases involving large multi-billion-dollar corporations, including contamination caused by PFAS, also known as ‘forever chemicals’. Notably in the ongoing AFFF litigation affecting America’s public water systems, Paul was instrumental in negotiation settlements totaling over $14 billion with defendants, including 3M, DuPont, Tyco Fire Products and BASF Corporation.
Mr. Napoli earned his JD from St. John's University School of Law and his LLM in environmental law from Lewis and Clark Law School. Recently he and his wife, Marie Napoli, provided a gift to NYU Law to establish the NYU Law Environmental Justice Laboratory (EJL). The EJL will work with partners, including impacted communities, to address longstanding environmental racism and build a just, decarbonized future.

- $3.1 Billion Multi-State Settlement Secured by Court-Appointed Leadership in National Prescription Opiate Litigation MDL With this settlement, Napoli Shkolnik, along with the litigation team, continue to hold national pharmacy chains accountable for their role in the opioid epidemic. The $3.1 Billion settlement reached with Walmart is another significant milestone in the fight against the nation’s opioid crisis. This agreement addresses the pharmacy chain’s contributing role to the opioid epidemic by failing to regulate opioid prescriptions at its stores. Settlement funds will be used in programs to address the fallout from opioid abuse, including treatment, recovery and abatement. - In March 2023, the Environmental Protection Agency proposed a National Primary Drinking Water Regulation (NPDWR) that would establish enforceable limits for six polyfluoroalkyl substances (PFAS) known to occur in drinking water.
