F. David Rusin is a veteran trial attorney with more than four decades of experience handling complex civil litigation. He serves as Litigation Department Head and Attorney Manager at the Law Office of William Mattar, P.C., where he has led the firm’s trial practice since 2008. In this role, he oversees a high-volume personal injury litigation department, supervising attorneys and staff, managing cases through all phases of litigation, and implementing firmwide procedures for compliance with Medicare, Medicaid, ERISA, and other health plan claims.

Mr. Rusin’s career reflects a broad foundation in both public service and private practice. He began as an Assistant Erie County Attorney, where he prosecuted child sexual abuse cases and advised the Erie County Executive, District Attorney, Sheriff, and other elected officials and department heads. He later served as a managing partner in private practice, with responsibility for firm operations, financial performance, and litigation strategy, before continuing his work as a trial attorney in firms throughout Western New York.

Widely respected within the legal community, Mr. Rusin has earned an AV Preeminent rating from Martindale-Hubbell, the organization’s highest distinction for legal ability and ethical standards. He has been selected to Super Lawyers, named to the Western New York Legal Elite, and invited into The National Trial Lawyers: Top 100 Trial Lawyers. His professional affiliations include the American Association for Justice, the New York State Trial Lawyers Association, and other national trial lawyer organizations.

In addition to his litigation practice, Mr. Rusin is an accomplished educator and frequent lecturer on legal ethics, evidence, and trial practice. He has been honored with the National Business Institute’s Outstanding Faculty Award in 2023 and 2025 and regularly presents continuing legal education programs on topics including ethics, cybersecurity, social media, and the use of emerging technology in the practice of law.
