A 1968 graduate of the University of North Carolina, Mr. McCotter returned to his alma mater and obtained his Juris Doctor from the University of North Carolina School of Law in 1971. The North Carolina State Bar admitted him to practice that same year, and he is also admitted to practice before all U.S. district courts in the state as well as before the U.S. Court of Appeals for the 4th Circuit, the U.S. Court of Federal Claims and the U.S. Supreme Court.

Along with leading a successful private practice, Mr. McCotter also served as U.S. magistrate judge for the U.S. District Court for Eastern District of North Carolina from 1979 to 1995, and he maintains an active presence in many local, state and national bar associations as well as other professional legal organizations, including the Maritime Law Association of the United States, the National Academy of Distinguished Neutrals and the American Arbitration Association, just to name a few.
