A 1992 magna cum laude graduate of Wright State University, Mr. Rowland attended Ohio Northern University’s Pettit College of Law on an H. E. Ashcroft Memorial Scholarship. While pursuing his legal degree, he studied international law and European Economic Community Law at the University College London. He also served as member of his law school's moot court team and placed as a finalist at the National Tax Moot Court Competition in Houston, Texas. He obtained his Juris Doctor in 1995, graduating Order of the Barristers.
