    A 1970 graduate of Kent State University, Mr. Phillips obtained his Juris Doctor from the University of Akron School of Law in 1973. He is licensed to practice law in all courts in Hawaii and in Washington as well as Ohio, and he is admitted to practice before the U.S. District Court for the Northern and Southern Districts of Ohio, the U.S Federal Court, and the U.S. Supreme Court as well as the United States Court of Appeals for the Armed Forces. He is a retired Colonel (O-6) in the US Air Force JAG Department.

    A leader in his field, Mr. Phillips accepted an appointment from the Ohio Supreme Court to serve on the Ohio Board of Bar Examiners, where he helped draft and administer the state's bar examinations. He is a member of numerous local, state and national legal organizations, and he has conducted lectures and seminars on a variety of legal topics. Moreover, he also hosts his own radio show called The Advocate, which serves the Cleveland area.

    Committed to his local community as well, Mr. Phillips helped establish the North Royalton Community Emergency Response Team, (CERT) in 2003 and has remained its director. He also serves as president of the North Royalton High School Alumni Association, and has served as the chairman of the Cuyahoga County Citizens Corps Council. Furthermore, Mr. Phillips is active with the North Royalton Chamber of Commerce as well as the North Royalton Lions Club, and he is also founder and volunteer with the North Royalton Juvenile Court Diversion Program and served as a magistrate for 10 years. .
