Steven B. Ungar is the member-manager of Ungar Law Office LLC, located in Portland, Oregon. His practice focuses on Professional Licensing (physicians, nurses, attorneys, realtors, pilots), White Collar Criminal Defense, Government Relations, Internal Investigations, Gaming, Lottery and Sports Betting, Regulatory Compliance, Indian Law, Taxation and Crisis Management. He represents individual and business clients in Oregon, Washington and throughout the United States, who are under investigation for or have been charged with serious criminal offenses, including embezzlement, bank fraud, securities fraud and insider trading, tax evasion, mail and wire fraud, money laundering, and environmental violations. Mr. Ungar is also often retained by corporate clients to conduct internal investigations and to handle state and federal regulatory compliance matters. He has served as Special Counsel to a number of Native American Tribes on gaming, regulatory, tax, and other issues. Having served as the Chairman of the Oregon Lottery Commission (from 2005-2012), he is also sought out for gaming, lottery and -- since it has been legalized in 2018, Sports Betting- related expertise, both for business and in some cases, government entities.
After graduating from Washington University in 1975, Mr. Ungar earned his Juris Doctor from the University of Missouri-Kansas City School of Law in 1979. (He was admitted to practice in several other States, where he remains inactive: Missouri, Kansas, Illinois, New York, and Montana). Living in Portland, Oregon, he is admitted to practice in Oregon and Washington, and is also admitted to practice before the U.S. District Court for the Districts of Oregon and Washington State, the U.S. Courts of Appeals for the 8th and 9th Circuits, and the Supreme Court of the United States. Highly regarded by his peers, Mr. Ungar has been rated AV Preeminent* by Martindale-Hubbell and is listed in Best Lawyers in America**. An active participant in several professional organizations, Mr. Ungar is a member of the Multnomah Bar Association and the National Association of Criminal Defense Lawyers and serves on the White Collar Crime Committee of the American Bar Association. The chair of the Oregon Lottery Commission from 2005 to 2012, he has been active in several groups, including the Jewish Council for Public Affairs and the Jewish Federation of Portland and is a past president of the American Civil Liberties Union of Montana. Mr. Ungar carries out his love of music by teaching drums and performing with the Stanford Jazz Workshop.
