After graduating summa cum laude from Kutztown University in 2006 with a degree in criminal justice, a minor in Spanish, and a concentration in paralegal studies, Ms. Bailey worked for several years as a workers' compensation paralegal, and was awarded the Central Pennsylvania Paralegal Association’s Outstanding Paralegal of the Year Award in 2010.  In 2011, while she continued to work full-time as a paralegal, Ms. Bailey attended Widener University School of Law, where she obtained a Juris Doctor with dual certifications in legislation and advocacy.

Ms. Bailey is licensed to practice in New Jersey and Pennsylvania, and she is a member of the Dauphin County Bar Association, the New Jersey State Bar Association, the Pennsylvania Association for Justice and the Pennsylvania Bar Association, among other professional affiliations.  In 2023, Ms. Bailey was appointed, for a two-year term, to the Board of Directors of the Dauphin County Bar Association.
