Howard is a leading trial lawyer and legal educator. He practices in his own firm in the areas of White Collar Criminal Defense, Civil Litigation, and False Claims Act Representations. Formerly, he was a Partner and Litigation Department Chairman of Blank Rome LLP and Chief of the Criminal Division of the Philadelphia U.S. Attorney’s Office. A graduate of Georgetown Law School, he was formerly an adjunct Professor of Law teaching Evidence and Trial Advocacy, and the author of the Deposition Guidebook, 3d Ed (ALI‑CLE, 2015). He is a Fellow of the American College of Trial Lawyers and he is a listed Lawyer of the Year(2023) and (2020) in The Best Lawyers in America, and listed in Chambers USA(Band One in Pennsylvania) for White Collar Criminal Defense and US News and World Report for White Collar Criminal Defense. He is also an elected member of the American Law Institute.
