Mr. Liss completed his undergraduate studies in 1978, graduating with his Bachelor of Arts degree from Temple University, and he went on to attend the Villanova University Charles Widger School of Law. He received his Juris Doctor in 1981, and in the same year, he obtained his license to practice law in Pennsylvania, and before the United States District Court for the Eastern District of Pennsylvania.

- Children's Scholarship Fund Philadelphia (CSFP) www.csfphiladelphia.org. I was nominated and accepted a position on the Board of Directors, as well as several committee appointments. Last year, CSFP provided over 6,000 scholarships to K – 8th grade children of low-income Philly families. The financial assistance enables kids to leave the worst performing schools in the City to enroll in safe quality schools of their choice.
